Turner Healthcare Quality (THCQ) Consulting, LLC

 At Turner Healthcare Quality Consulting, we engage biopharmaceutical clients in the development and implementation of health care quality strategy with the aim to optimize market access strategy and impact for prioritized brands. We work hard to understand biopharmaceutical clients’ pain points and opportunities and where we can help solve problems and deliver value.  We help biopharmaceutical companies, particularly those that are small-to-medium size, “stand in the shoes” of their prioritized payer and provider (including pharmacy) customers.

NORRIS G. TURNER, PHARMD, PHD (nturner@thcqconsulting.com)


Following Norris's training as a clinical pharmacist and pharmaceutical chemistry scientist, he worked as an executive in the biopharmaceutical industry (at Pfizer, Purdue Pharma, and Johnson & Johnson) for 20 years across clinical development, medical affairs, and market access/quality - which included obtaining a two-year health policy educational certificate. Over the past two years, he worked as a senior executive at a non-profit, quality measure development organization, Pharmacy Quality Alliance, in the Washington D.C. area. In this role, Norris led efforts involving a diverse range of healthcare stakeholders and organizations (i.e., commercial and public payers, technology vendors, pharmacy, biopharmaceutical companies) with a focus on the implementation and evaluation of the impact of quality measures in performance programs.  Match this with his extensive experience of healthcare quality engagements across all payer channels, providers and systems, all areas of pharmacy, and state & federal government (i.e., Centers for Medicare & Medicaid Services, Defense Health Agency, Office of the National Coordinator for Health Information Technology), and health policy stakeholders.  Norris's multiple areas of expertise and unique collection of experiences positions him well in leading THCQ Consulting to deliver meaningful value to biopharmaceutical clients, and ultimately to the customers and patients they serve.

What We Do?

 THCQ Consulting helps biopharmaceutical clients in the development and implementation of quality strategy with the aim to optimize market access for prioritized products. In other words, we help clients better "stand in the shoes" of their payer and provider (including pharmacy) customers in addressing the needs of patients. 


Many biopharmaceutical companies truly understand the problem to be solved of how to translate the realities, challenges, and pain points faced by their prioritized customers in the current quality-focused, value-based healthcare environment into informing market access strategy. It may, however, be that such companies do not have the internal expertise to inform what response to take. THCG Consulting can help in this case.


Some biopharmaceutical companies, on the other hand, do not yet fully understand why or how to position themselves strategically against the dynamics of the external quality and value-based care, delivery, and payment paradigm and gain leverage in optimizing market access – yet this remains an important challenge to solve.
